Why Choose TWOTRAILS™ for Your Government Project?

TWOTRAILS™ is a nationwide High Performance Building Consulting firm established in 2001, with offices in Florida and Nevada. We are licensed, insured, and bonded — and uniquely qualified for government work because we come from the construction industry. Our team of architects, engineers, general contractors, LEED professionals, and energy raters understands what it takes to keep public projects on schedule, within budget, and fully compliant.

TWOTRAILS™ was founded by Drew Smith, a third-generation builder and the first Governor-appointed Green Building Commissioner for the State of Florida — a role he has held for eight consecutive years. With over 500 LEED projects to our credit, we are a respected national leader in timely, affordable, and obtainable USGBC LEED Certification, project administration, and commissioning.

We are a WBENC-certified woman-owned business and CMMC Level 1 compliant, meeting the diversity and cybersecurity requirements common in government solicitations.

Our fee structure is based on project size, not percentage of budget.

Your budget and your target certification level do not affect our fees. There are no hidden costs — ever. We are always working toward the highest certification achievable for every project.

Key Differentiators:

•       Built by builders — we understand construction schedules, codes, and budgets

•       Experience with municipal, county, state, university, and federal clients

•       Government procurement expertise — familiar with public reporting requirements

•       Cost-effective solutions focused on high ROI within the build process

•       Training provided to sales teams and maintenance staff post-certification

•       Marketing direction included so key project features are highlighted

Federal & State Law Requires Green Building Certification

Government agencies at the federal, state, and local level are required by law and executive policy to meet green building standards on publicly funded construction projects. TWOTRAILS™ helps agencies satisfy these mandates efficiently, on time, and without disrupting the construction schedule.

Federal Requirements

•       Executive Order 14057 (Catalyzing Clean Energy Industries) directs federal agencies to achieve net-zero emissions in buildings and reach 100% carbon pollution-free electricity by 2030.

•       The Federal Buildings Personnel Training Act requires high-performance building practices on federally funded projects.

•       GSA and most federal agencies require a minimum of LEED Silver certification or equivalent for new construction and major renovations.

•       The Energy Independence and Security Act (EISA) mandates energy performance standards for federal buildings.

State of Florida Requirements

•       Florida Statute 255.2575 requires LEED Silver or equivalent green building certification for new state-funded buildings over 5,000 sq ft.

•       Florida Building Code energy compliance commissioning is required for new commercial construction.

•       The Florida Green Building Coalition (FGBC) provides certification pathways for state and local government buildings.

TWOTRAILS™ has deep familiarity with both federal and Florida-specific green building mandates. We guide project teams through every documentation requirement so that compliance is built into the process — not bolted on at the end.
